HESLB, Loans Allocation 2025/2026

The Higher Education Students’ Loans Board (HESLB) is a corporate body established under the Act No. 9 of 2004, as amended in 2007, 2014, and 2016, with the primary objective of assisting needy and eligible Tanzanian students to access loans and grants for pursuing higher education. The establishment of HESLB marked a significant milestone in Tanzania’s efforts to expand access to tertiary education and promote equal opportunities for students from diverse socio-economic backgrounds. HESLB’s mandate includes the disbursement, management, and recovery of loans issued to students enrolled in accredited higher learning institutions, both within and outside Tanzania. Through its financial support, the Board enables thousands of students each year to pursue degree, diploma, and postgraduate studies in various disciplines vital to national development. The organization operates transparently and efficiently to ensure that funds reach the intended beneficiaries. To determine eligibility, HESLB uses established criteria that assess the financial need and academic merit of applicants. The loans provided cover key education expenses such as tuition fees, books, research, accommodation, and meal allowances. The Board plays a critical role in ensuring the sustainability of the revolving fund by effectively collecting repayments from beneficiaries who have completed their studies and secured employment. This recovery process helps future generations of students benefit from the same opportunities. HESLB is also committed to leveraging technology-driven systems to enhance application, disbursement, and repayment processes, ensuring transparency and accountability. By empowering youth through higher education financing, the Higher Education Students’ Loans Board contributes significantly to Tanzania’s vision of building a knowledgeable, skilled, and self-reliant society capable of driving socio-economic transformation and national development.
