Ngara District Council is one of eight district councils in Kagera Region, northwestern Tanzania. The district borders Rwanda and Burundi, as well as the districts of Karagwe, Biharamulo, and Kakonko. Ngara has an area of approximately 3,305 square kilometers and is located in the highlands of Tanzania, with an elevation of approximately 1,800 meters above sea level. According to the 2022 census, the district has a population of approximately 383,092. Its main inhabitants are from the Hangaza and Washubi ethnic groups, who speak the Hangaza and Shubi languages, which are closely related to the Kinyarwanda and Kirundi languages. This contributes to close contact with the population of neighboring Rwanda and Burundi. Economically, most of the residents of Ngara are engaged in subsistence agriculture and animal husbandry. Crops grown include bananas, coffee, maize, beans, peanuts, cassava, and various fruits. Cattle, goat, and chicken farming are also an important part of the residents’ livelihood. Ngara has a history of hosting refugees from Rwanda and Burundi, especially during the conflicts of the 1990s. Camps such as Benaco and Lukole were established to house these refugees, and some of them continued to live in the district even after the camps were closed. Institutionally, the Ngara District Council is governed by an Executive Director and a Council of Councillors. The Council continues to implement various development projects, including infrastructure construction, providing loans to women and youth groups, and strengthening health and education services.
